I was at first inclined to think that

this Bill was wrong in form in that it appears to attempt to legislate for matters taking place in China and outside the jurisdiction of Hong Kong. consideration, however, I think that, if one remembers

nominally at least that the Registrar in shanghai will be an officer of the Court in Hong Kong, and that all the Companies affected are Companies incorporated in Hong Kong,no real question arises, since the Registrar and the

Companies will all of them be sufficiently subject to

Hong Kong jurisdiction to make any directions given in regard to

- them by the Ordinance intra vires. It is also to

be observed that the Ordinance does not attempt to

deal
